Prior to becoming a full-time writer in 1983, he served as a deputy sheriff on the Indian reservations of the Eastern Sierra and a SWAT sergeant in metropolitan Southern California. In his last year of service, he was decorated by the state attorney general for the successful rescue of a child hostage.

Mitchell has published fifteen original novels, ranging from science fiction to historical sagas to edgy suspense. His first series an alternate history about a Roman Empire that never fell, has remained in print in both America and Europe for more than twenty years. BLACK DRAGON, a thriller set against the backdrop of the Japanese-American internment during World War II, was optioned by Paramount Studios. In 1996, his noir HIGH DESERT MALICE, which deals the challenges faced by a young female law enforcement ranger in the contemporary American West, was nominated for the Edgar award.

Currently, Mitchell has a series of national best-selling suspense novels with Bantam Books and Berkley Prime Crime featuring the rocky relationship between Bureau of Indian Affairs Investigator Emmett Parker and FBI Special Agent Anna Turnipseed. PEOPLE MAGAZINE wrote of the first book in the series, CRY DANCE, which was optioned by Maverick Films: "Tony Hillerman, watch your back...Mitchell knows his turf and delivers a savory who-dunit without remorse." ANCIENT ONES was both a Book of the Month Club and Mystery Guild selection. PUBLISHERS WEEKLY said of SKY WOMAN FALLING: “Flawless...nothing short of brilliant.”

Earlier in his career, Mitchell was the most called upon novelizer in the industry. He wrote the motion picture tie-ins for A.D., COLORS, DELTA FORCE, LETHAL WEAPON, MISSISSIPPI BURNING, BACKDRAFT, and BLOWN AWAY. This gave him the opportunity to study the screenwriting process under such notable directors as Richard Donner.
